On Wednesday, March 22, we finally appeared to see a puff of white smoke above the offices of Aerocivil, Colombia’s Civil Aviation Authority, regarding the long-awaited merger of Avianca and Viva. Indeed, we had the remarkable sight of Sergio Paris Mendoza, the head of that agency, choking back tears as he gave testimony to a Senate committee. Onlookers were stunned as Mendoza, after attacking Viva, wiped away tears and pushed back the microphone.
