Clark Hill, the US law giant that opened an Irish office in 2018, has published a new report on offshore renewable energy that predicts Ireland will “fail” to deliver on its 2030 targets under the Climate Action Plan 2021. The report says expensive third-party appeals, judicial reviews and delays in planning consent and concerns about capital investment in ports “threaten to add several extra years to the construction of offshore wind farms” that are due to be installed in Irish seas.
