The High Court has agreed to pull the plug on City Quarter Capital II, a BlackBee investment company that has not filed accounts since 2018. Justice Rory Mulcahy acceded to the wind-up petition by the joint liquidators of BlackBee Investments, describing City Quarter as “manifestly insolvent” and unable to pay its debts. He said the directors of the company, led by co-founder David O’Shea, not only failed to act properly in the winding up of the insolvent firm but resisted the wind-up petition by Blackbee, which the judge concluded was a creditor of City Quarter in respect of annual management…
