The HSE-run St James’s Hospital has failed in an appeal to quash Dublin City Council’s demand for an unpaid, vacant site levy for land it owns on Brandon Terrace in Dolphin’s Barn. Bord Oispideal Naoimh Sheamus brought the appeal to An Bord Pleanála over the local authority’s demand for payment of €44,100 to cover the levy fees for 2023. The levy – charged at seven per cent of the site value – was brought in to cut down on vacant sites and encourage the building of homes.
