Companies in the Israeli security or weapons industries and Israeli state bodies, including intelligence services, are significant end clients for State-sanctioned dual-use exports. Dual-use items are goods, software and technology which bridge the gap between civilian and military applications, such as computer hardware with advanced cybersecurity or monitoring features. As such, under EU rules, companies who want to export such items need licences from national authorities greenlighting the trade.
