A judicial review case taken by animal welfare groups over concerns that the regulations banning ownership of the XL bully were too vague and catching other bullies and breeds will be struck out after the State conceded to introduce an appeals mechanism for owners refused an exemption licence to keep their dog. The proceedings were set for a full-day hearing today, however, the court heard this morning that the State will now amend the regulations to incorporate an appeal mechanism.  The State has also agreed to cover the legal costs of the six animal welfare groups that brought the case.…
