A report prepared by a senior counsel advised no action against Kenny Jacobs, the chief executive of the Dublin Airport Authority (DAA), after two whistleblower complaints by two employees of the state airports company. Prepared by an experienced senior counsel, the report took seven months to complete and involved multiple legal firms.
