Dublin City Council has awarded a six-month contract worth €5.3 million to the Peter McVerry Trust for the provision of Housing First services to homeless people in Dublin. Unusually, this contract was awarded directly to the Trust, in the absence of competition, according to the award documents. Contracting authorities are legally allowed to do this only in cases where it is “strictly necessary”. Dublin City Council (DCC) justified it on the basis of “extreme urgency brought about by events unforeseeable for the buyer”.
