By now the noise over another report into abuses, cover-ups and hurt by the Church and State in institutions has died away. It always does. And what have we learned? As ever, there was plenty of anger over the Mother and Baby Homes Commission report, some compassion and lots of familiar promises to take action. The record is not good in this latter regard; the first recommendation of the Ryan Report 12 years ago, to erect a memorial to victims of abuse, remains unfulfilled.
