Martin Shanahan did not guard his words. The chief executive of the IDA, the state’s inward investment agency, said that the lack of an efficient planning system in Ireland has “become an area of reputational risk to the State”, and that the current processes were hampering his agency’s ability to attract new investment and putting off existing clients from investing further.
