The Information Commissioner has found that Dublin City Council (DCC) did not conduct “all reasonable searches” when attempting to locate crucial records requested by Ronan Group Real Estate (RGRE) relating to the Council’s decision to make only minor amendments to the North Lotts and Grand Canal Dock Strategic Development Zone (SDZ) planning scheme.
