A cleaning services operator has brought a Commercial Court action against the University of Galawy after it lost out to a rival in a tender for a contract worth up to €5 million. Grosvenor Cleaning Services Unlimited has brought a judicial review for orders quashing the university’s awarding of the contract to Bidvest Noonan on grounds that the decision breaches public procurement rules, is unlawful, ultra vires, invalid, and of no legal effect.
