Perhaps the defining feature of this crisis is the sheer amount of uncertainty it has generated. We are uncertain of our ability to use testing, tracing and masks to keep the reproduction rate of the virus as low as possible while vaccines and other treatments are developed. It is by now obvious that without an infrastructure to deliver effective tracing and testing of the public in place, any reopening of the economy would cause a second wave of illness and death.
