For the best part of a decade, housing has been the issue named by those surveyed in polls as the country’s most pressing matter. An opinion poll last week found that 30 per cent of respondents were personally affected by the shortage of homes. This week, yet another piece of legislation – the Residential Tenancies Bill – moved towards enactment after being voted through the Oireachtas. The national discourse focuses on the ill-effects of the housing shortage and, from a policy perspective, on “supply supply supply”, something the Government dubiously claims will be enhanced by its latest piece of legislation.…
