On the eighth floor of the Berlaymont, the European Commission’s sanctions envoy David O’Sullivan is preparing for a busy couple of days. It is the eve of the EU’s 20th sanctions package against Russia after months of delays. The 20th package has been in gestation for some time and faced particular hurdles. The European Commission had hoped to unveil the package in February in solidarity with Ukraine on the fourth anniversary of Russia’s full-scale invasion.
