When the Government announced a deal to buy the Citywest Hotel complex last August from real-estate fund Tetrarch, it was heralded as a breakthrough moment in its refugee accommodation plans. With capacity to hold up to 2,300 people, the acquisition forms a key plank in the Government’s strategy to move toward State-owned centres and reduce spending on private emergency accommodation.
