RTÉ has been ordered to hand over to the health watchdog raw footage from an undercover investigation last year, exposing care failings at two nursing homes. The High Court’s so-called Norwich Pharmacal order, compelling disclosure, was sought by the chief inspector of social services at the Health and Information Quality Authority (Hiqa). Its use is intended to determine whether further regulatory action may be required to protect the welfare of residents at the homes.
