For budget ministers Paschal Donohoe and Michael McGrath, ramping up capital spending in budget 2021 is a no-brainer. The ministers committed to investing €10.1 billion in capital projects this year. In absolute terms, it’s the biggest capital spending commitment ever (though as a proportion of total spending, capital spending was higher in 2008 and 2009).
