Ireland doesn’t really do forward planning. We do make lots of plans though. Thinking carefully about making the future a reality often seems beyond us. We make many plans, but implementing them is another thing. This is not because of a lack of talent, or some innate Irishness, or something else. It’s the systems, stupid. All of our systems, from our annual budget structures, with their ‘spend it by the end of the year or lose it’ dynamic, to our national data-gathering to our political system, to the fact that as a small state we are exposed to the vagaries…
