In response to Russia’s not-quite-full-on invasion of Ukraine on Monday, the European Union agreed a not-quite-full-on package of new sanctions on Tuesday. They target symbolic politicians, such as Minister for Defence Sergei Shoigu, and President Vladimir Putin’s chief of staff Anton Vaino – but not Putin himself. All MPs who voted in favour of Russia’s recognition of breakaway Ukrainian territories as independent countries are also on the list. Business-wise, however, the EU pulled its punches.
