In a normal year, the Revenue Commissioners refund around €26 million in overpaid stamp duty to taxpayers. This was the figure the tax authority reported for both 2019 and 2020. Revenue’s recent annual report for 2021, however, reveals that stamp duty repayments jumped to €464.5 million last year. Unlike other large tax refunds, such as those made under Covid-19 business support schemes, the report did not provide an explanation for this 18-fold increase in stamp duty repayments.
