Eamonn Carey is an entrepreneur, a founder, and a former managing director of TechStars, the much-lauded start-up accelerator. More recently, he has become a general partner with Tera Ventures, a venture capital firm in the Baltic state of Estonia. And based on his experience, Carey has plenty to say about Enterprise Ireland, the state agency.
