The constant warnings from the Fiscal Advisory Council about poor spending control have yet to stimulate politicians into concrete action. Media speculation that ministers will heed the warnings, which include the Central Bank and numerous independent commentators, will continue until Budget 2026 takes shape through the summer. An important component will be the review of the National Development Plan (NDP) due on July 22, which will predetermine the scale of the public capital programme for the government’s remaining four years. If a budget correction ever proves necessary, on past form, it will see reductions in capital rather than current spending. …
