Ireland has seen an accelerating urbanisation of economic activity and population for generations. In the 1920s, around half the employed labour force was engaged in primary agriculture. It is now official policy, enshrined in the July revision of the National Planning Framework, to counter what it sees as the excessive growth of Dublin, the only large city, and to urge “balanced regional development”.
