If this country had a coherent system for evaluating big public investment projects, Dublin Airport’s second runway, which finally opened in August 2022, would have won plaudits for long-term planning. First conceived in the 1960s, it was built on land acquired, at modest cost, 40 years ago when the existing main runway opened.
