It was a no-brainer. The legislation increasing fines for non-essential travel and establishing mandatory hotel quarantine for passengers arriving to Ireland either without a Covid-19 test or from high-risk countries (currently 33) is about to come into force after sailing through the Oireachtas in less than two weeks and being signed into law by President Michael D Higgins on Sunday.
